1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就陵水17-2氣田開發工程項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Lingshui 17-2 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

規格：（1）相關設備的最小設計載荷和性能要求：止鏈器維持載荷能力：23559 kN；導纜器額定載荷能力：23559 kN；系統停滯力：6228 kN；性能要求：4448 kN at 1.22 m/min；（2）所訂購設備的重量和尺寸不能超過買方所規定的：錨機及止鏈器：長:4700mm，寬:2100mm，高:6000mm，干重:21MT/each；導鏈器及結構：長:5200mm，寬:2500mm，高:5100mm，干重:34MT/each；下鏈滑輪：長:3000mm，寬:1500mm，高:3500mm，干重:6MT/each；液壓動力單元：長:4100mm，寬:2300mm，高:2800mm，干重:6MT/each。
Specification:（1）Design loads and performance minimum requirements: Stopper Holding Capacity：23559 kN；Fairlead Rated Capacity：23559 kN；System Stalling Force：6228 kN；Performance Requirements：4448 kN at 1.22 m/min；（2）The weight and size of equipment to be strictly controlled and should less than the Purchaser required：Chain Jack &Chain Stopper：Length: 4700mm，width: 2100mm，height: 6000mm，Dry weight: 21MT/each； Fairlead and brackets：Length: 5200mm，width: 2500mm，height: 5100mm，Dry weight: 34MT/each；Turn Down Chain Sheave：Length:3000，width:1500mm，height:3500mm；HPU：Length: 4100mm，width: 2300mm，height: 2800mm，Dry weight: 6MT/each.

2. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
A．投標人須為生產廠家，不接受代理商投標。
The bidder must be the manufacturer, don't accept the bid that is agent.
B. 買方不接受其品牌貼牌的產品。貼牌產品，指的是需要采購的產品并不是直接來自產品提供商的技術，而是由其他的制造商完成后貼上其產品提供商的商標。
The Purchaser does not accept OEM product. OEM means the product to be purchased are not directly from product supplier’s technology, but finished by others product maker except the logo of product belong to product supplier.
（2）業績要求：
Requirement for Bidder's reference:
投標人為陵水17-2半潛平臺提供的系泊錨機系統必須是制造商的成熟產品。近20年（至截標日），投標人擬提供產品在浮式油氣生產裝置上具有適用于錨鏈直徑不小于157mm的錨機系統的已完成調試的銷售業績。投標人須提交有效的業績表并提供相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件）和用戶現場調試報告。業績證明文件必須至少體現以下內容：現場調試報告的時間、貨物名稱、供貨數量、使用的錨鏈直徑，運行環境（是否為浮式油氣生產裝置）。未提交業績證明文件，或所提供的業績證明文件無法驗證：現場調試報告時間、貨物名稱、供貨數量、使用的錨鏈直徑，運行環境（是否為浮式油氣生產裝置）均視為無效業績。
The Mooring chain jack system Supplier seleced for the LS17-2 SEMI platform should be manufacturer proven products. In recent 20 years (till deadline of bids submission stipulated), the Bidder to provide the product have sale reference with a system that suitable 157mm or bigger diameter mooring chain to use in FPU after complete commissioning work. The Bidder shall submit valid track records and relevant documentary to prove, the documentary evidence include but not limited: relevant chapter’s copies of sale contract (including relevant technical attachment) and commissioning report on user site. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of site commissioning report, Name of Goods, Quantity, diameter of mooring chain to use, environment to use (is it FPU?). If no documentary evidence furnished, or documentary evidence furnished cannot demonstrate signature time of site commissioning report, Name of Goods, Quantity, diameter of mooring chain to use, environment to use (is it FPU?). The relevant reference will be deemed invalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2018年8月10日開始至2018年8月17日止，請登錄中國海洋石油集團有限公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug.10th, 2018 to Aug.17th 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2018年9月4日上午9:30（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓426會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Sept.4th,2018. Any bid beyond the required time and date shall be subject for rejection.
