1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受中海石油（中國）有限公司（以下稱為“招標人”）委托，就陸豐長期復產項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Lufeng Permanent Reinstatement Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
貨物名稱：原油艉輸系統
Name of Goods：Stern Offloading System
數量：一（1）套
Quantity: one (1) package
規格：原油艉輸系統1套（含串靠帶纜絞車和液壓系統、軟管回接提升絞車及外輸關斷閥等）
Specification: Stern Offloading System, which inclueds one (1) set of crude oil stern offloading system (mainly include hawser handling winch, floating hoses, hawser assembly, hose handling winch, hydraulic power units, line-throwing appliances and so on)
交貨期Delivery Schedule:
境內貨物：不晚于2019年7月15日交貨至指定交貨地點；
Goods From within PRC: No later than July 15th, 2019 based on DDP designated Destination of delivery;
境外貨物：不晚于2019年7月15日以DAP指定交貨地點方式交貨。
Goods From outside PRC: No later than July 15th, 2019 based on DAP designated Destination of delivery.
交貨地點Destination of delivery：
境內：廣州或深圳船廠
Cisborder: Guangzhou or Shenzhen Shipyard
境外：廣州或深圳船廠所在地港口
Overseas: Seaport of Guangzhou or Shenzhen Shipyard
2. 對投標人的資格和業績要求：
Requirements for Qualification and reference of Bidder:
（1）資格要求
Requirements for Qulification of Bidder
A．制造商通過ISO9001質量體系認證，并提供有效的質量體系認證證書；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification.
B．a. 如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
b. 如投標人為代理商，需與本次授權制造商已完成至少兩次供貨業績，并提供證明文件，包括能夠體現代理商和制造商信息的供貨合同復印件和交貨收貨記錄。
If the Bidder is an agent, shall had completed at least twice of supply performance with authorizing manufacturer, and provide supporting documents, which are including both supply contract copy showed information of manufacturer and its agent, and records of delivery and receiving of the goods.
（2）資質要求及證明文件
Requirements of Certificate of Bidder
供應商須承諾提供CCS產品認證證書 Suppliers shall commite to provide Certificate of Product Certification issued by CCS
（3）業績要求：
Requirement for Bidder's reference:
2016年6月1日前簽訂的具有不少于2臺（套）應用于FPSO 或 MOU，且均滿足外輸量≥4500m3/h技術要求的艉輸系統成功運行業績。
The contract signed before June 1st, 2016, the Bidder shall have at least two（2） sets successfully operated references of Stern Offloading System(（floating hose type）) in FPSO or MOU which all meet the technical requirements of delivery ≥4500m3/h.
投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件（含相關技術附件）和用戶蓋章的證明文件(完工報告)。
投標人所提交的合同必須至少體現以下內容：貨物名稱、供貨數量、使用環境、外輸量≥4500m3/h技術要求、用戶蓋章的證明文件（完工報告）必須至少體現已成功運行時間。
未提交業績證明文件，或所提供的業績證明文件無法驗證貨物名稱、供貨數量、使用環境、外輸量≥4500m3/h技術要求、成功運行時間，均視為無效業績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix) and evidentiary documents sealed by End user （i.e. Completion Report）. The copies of sales Contract furnished by the Bidder shall as least demonstrate the content show as follows: Name of Goods, Quantity, usage circumstance, technical requirements of delivery ≥4500m3/h. Evidentiary documents sealed by End user shall at least demonstrate the successful operation time.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Name of Goods, Quantity, usage circumstance, technical requirements of delivery ≥4500m3/h, successful operation time, the relevant reference will be deemed invalid.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2018年8月16日開始至2018年8月28日止，請登錄中國海洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊，注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug.16, 2018 to Aug.28, 2018. For the first time of login, a registration is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2018年9月6日上午9:00（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:00 am (Beijing Time) on Sep.6, 2018. Any bid beyond the required time and date shall be subject for rejection.
